Montgomery awarded “Auditor of State Award with Distinction”

The 2014 Comprehensive Annual Financial Report (CAFR) was released by the Auditor of State Dave Yost’s office on Thursday, June 18, 2015.  The City received a clean audit report and qualified for the “Auditor of State Award with Distinction” award for the fiscal year 2014 audit.

“Good finance is important to everything government does,” Auditor Yost stated in his press release. “Sound budgetary decisions depend on clean and accurate books.”

Certain criteria must be met to receive the “Auditor of State Award with Distinction” award.  Standards include:

  • The City must complete and submit a Comprehensive Annual Financial Report (CAFR).
  • There must be no findings or issues present in the audit report.
  • There must be no other financial concerns involving the entity.

The Comprehensive Annual Financial Report prepared by the City has been submitted to the Government Finance Officers Association of the United States and Canada (GFOA) for the consideration of the GFOA’s Certificate of Achievement for Excellence in Financial Reporting award.  In order to be awarded a Certificate of Achievement, a government unit must publish an easily readable and efficiently organized annual financial report.

The preparation of the City’s CAFR is the result of the hard work and dedication of the staff of the City’s finance department.   It is also important to recognize the continued dedication and support of City Council, administration and all city departments.  Their commitment to sound financial practices and reporting is reason the CAFR is possible.

Community Wide Garage Sale

Garage SaleBargain-hunters and those who enjoy finding a curbside deal should check out the City of Montgomery’s Community-Wide Garage Sale on Saturday, September 12 from 9:00 a.m. to 1:00 p.m. Registration to hold a sale is open to Montgomery households interested in hosting a garage or yard sale at their home and wanting to join in on this joint promotion.  There is no fee to participate.  You hold the garage sale at your own home, and bargain hunters are provided with a map of all registered garage sales so they can find you!

A Garage Sale Treasure Map, with a complete listing of locations, will be available at Montgomery City Hall, 10101 Montgomery Road, starting on Thursday, September 10, from 8:00 a.m. to 5:00 p.m. to help shoppers prepare for the sales and map out deal-finding strategies. Treasure Maps will also be handed out at City Hall on the Saturday morning of the sales, beginning at 8:00 a.m.

Twin Lakes Senior Living Community of Montgomery will also hold their annual Whale of a Sale from 9:00 a.m. to 2:00 p.m. at 9876 Montgomery Road (former Century Honda dealership) on Saturday, September 12. The sale features furniture, kitchen items, glassware, household items, appliances, pictures, and linens. All proceeds from the sale benefit the Benevolent and Pastoral Care needs at Twin Lakes.

Fall curbside brush pickup schedule

The Montgomery Public Works Department will be providing fall curbside bulk brush collection of brush and limbs.  The fall program is scheduled to begin on September 14 and will be conducted over a 5-week period.  Your pick-up week will be determined by your regular trash collection schedule.

  • Monday trash day, brush pick-up week will be the week of September 14
  • Tuesday trash day, brush pick-up week will be the week of September 21
  • Wednesday trash day, brush pick-up week will be the week of September 28
  • Thursday trash day, brush pick-up week will be the week of October 5
  • Friday trash day, brush pick-up week will be the week of October 12
Please have your brush out at the curb no later than 8:00 a.m. Monday morning of your collection week.

Guidelines

  • Piles must be placed curbside prior to the start of each week’s collection. Residents are urged to place brush curbside on the Sunday immediately prior to your scheduled collection week as material placed curbside after the chipper crew has passed will not be picked up.
  • Brush containing nails, metal, stones or excessive dirt will not be picked up.
  • Vines and branches with thorns will not be picked up.
  • Limbs must be between 3 feet and 10 feet in length and between 1/2 inch and 8 inches in diameter. Shorter branches, twigs and clippings should be placed in yard waste bags and/or cans to be picked up by Rumpke on your regular waste collection day.
  • Brush and limbs must be placed at the edge of the road or along the curb with the “cut” ends of brush toward the street in small piles. Please do not create large stacks or interwoven piles with “cut” ends placed in different directions as this makes the material difficult for crews to separate for collection.
  • Brush piles that are tied into bundles or are tangled will not be picked up.
  • Stumps, root balls and logs are not to be placed curbside for brush collection, but may be placed out for Rumpke waste collection on your regularly scheduled day. Each item must not weigh more than 60 pounds.

One Stop Drop for Recycling

There has been much focus on cleaning up the planet and the Montgomery Environmental Advisory Commission is encouraging residents to start sorting. On September 19, from 10:00 a.m. until 1:00 p.m., the Environmental Advisory Commission is sponsoring a One Stop Drop for Responsible Recycling event at the Public Works Facility, 7315 Cornell Road. This event gives families an easy way to get rid of items that may have been sitting around the house.

This event is free and makes it convenient for families to dispose of various unwanted items.

Weil Road Closure

City Manager Credentialed by ICMA

Wayne Davis - City ManagerWayne Davis, City Manager of the City of Montgomery, recently received the Credentialed Manager designation from ICMA, the International City/County Management Association. Mr. Davis is one of over 1,300 local government management professionals currently credentialed through the ICMA Voluntary Credentialing Program.

ICMA’s mission is to create excellence in local governance by promoting professional management worldwide and increasing the proficiency of appointed chief administrative officers, assistant administrators, and other employees who serve local governments and regional entities around the world. The organization’s nearly 9,000 members in 27 countries also include educators, students, and other local government employees.

To receive the prestigious ICMA credential, a member must have significant experience as a senior management executive in local government; have earned a degree, preferably in public administration or a related field; and demonstrated a commitment to high standards of integrity and to lifelong learning and professional development.

“This ICMA designation demonstrates our City’s organizational commitment to high standards of integrity and to professional learning and career development,” Mr. Davis remarked. “In fact, one of our expectations for staff is to continuously seek out training opportunities for personal and professional growth that are consistent with our mission, vision and values. With this designation, I believe I am meeting the intended expectation and hopefully adding to the value that we offer to the citizens, businesses and visitors to the great city of Montgomery. I appreciate the support of the Montgomery City Council, staff, partners, citizens and professional peers who assisted in helping me to attain this professional goal.”

Wayne Davis is qualified by 26 years of professional local government and 9 years of executive experience including work with a local county health department and as a civilian employee with the United States Air Force in Washington D.C. Prior to his appointment in 2012 as City Manager of the City of Montgomery, he served as Montgomery’s assistant city manager for six years and finance director for six years.

Highlights of Mr. Davis’ ICMA membership include: his role as a member of the Board for the Ohio City/County Management Association, serving on the Conference Planning Committee for the ICMA San Jose Conference in 2010 and delivering multiple presentations at various ICMA conferences and seminars on topics ranging from health insurance to wellness, and citizen engagement to organizational work culture.

Street Resurfacing Schedule

Prus Construction Company indicated that the paving contractor will begin mobilizing and potentially begin installing the final asphalt surface course tomorrow, Wednesday, August 12 with work continuing through Friday, August 14 at which time the final asphalt surface course should be complete and the overall project substantially completed. The contractor has been instructed to begin distributing door hangers today to alert all residents that live on streets included in this years’ program.

Weather permitting, American Pavements, Inc. will complete the Bituminous “Black Mat” Project on ZigZag Road on Monday, August 17. Crews will complete the north-south portion of ZigZag Road from Cooper Road to Mitchell Farm between the hours of 8:30 a.m. to 3:30 p.m. and the east-west portion of ZigZag Road from Mitchell Farm to Monte Drive between the hours of 6:00 p.m. to 10:00 p.m. Door hangers will be placed by the contractor on Friday to notify residents of the work that will be performed.

One of the perks of being on City Council is being able to work with the first-class professionals who comprise our City staff.  In working with outstanding individuals,  I continue to be amazed at their accomplishments, as well as the leadership that is demonstrated by these staff members who keep the community in their vision and mind 24 hours a day, 365 days a year.    Our staff is not obligated to join or lead their professional organizations, yet they, like many of our volunteers and my City Council peers, have a difficult time saying “no” when an opportunity to improve our region presents itself.

This willingness to get involved seems to be part of the DNA of our staff and does not take them away from their primary duty of serving our community; rather it enhances their ability to work with peers, leaders and decision makers in their respective professions.   Our staff’s involvement in outside organizations contributes to a greater understanding of issues that we face locally, provides access to other experts in our fields, and provides staff with an opportunity to contribute to policy at a higher level that ultimately will improve our community.

A sampling of the involvement of City staff highlights the professional networks of which they are a part:

  • Connie Gaylor, Clerk of City Council – Vice President of the Cincinnati Chapter of the American Society of Public Administrators.
  • Brian Riblet, Public Works Director – 2nd Vice President of the Public Works Officials of Southwest Ohio.
  • Don Simpson, Police Chief – 2nd Vice President of the Hamilton County Police Association and Executive Board Member of the Drug Abuse Reduction Task Force.
  • Matthew Vanderhorst, Community and Information Services Director – Member of the Alliance for Innovation Emerging Leaders Working Group.
  • Paul Wright, Fire Chief – Term completed as President of the Ohio Fire Chiefs’ Association on July 19, 2015.
  • Ben Shapiro, Assistant Fire Chief – Fire Investigation Unit – Executive Position as Logistics Officer

This list does not cover all of the contributions of city staff but it does provide examples of the type and level of involvement our staff members have achieved.  In looking at these roles, it is quite impressive to think how much influence and contribution to so many lives is generated from little ole’ Montgomery.    We should all applaud our public servants, who, in addition to performing their primary duties for our community around the clock, also make the time to give of themselves for the betterment of others and the entire region.  They obviously take their roles quite seriously.   We are all proud to work side-by-side with them.

Delegation returns from sister city keen to grow relationship

Jack Wild seated behind wheel and Gary BlombergIn early July, Mayor Todd Steinbrink, his wife, Carla, and son, Clay, were joined by City Manager Wayne Davis and his wife, Kate, former Montgomery Mayor Gary Blomberg and Sister Cities Commission member Jack Wild, as they traveled to Montgomery’s Sister City Neuilly-Plaisance to assist with their inaugural July 4th Celebration.  “Week-end de l’Amitie” honored the City of Montgomery and the twinning relationship.  Neuilly-Plaisance also dedicated a street in honor of the City of Montgomery, Du Chemin De Montgomery.  The event was a huge success and attracted over 100 volunteers, a rare feat in a country not known for volunteerism.

During the four-day visit, the delegation was treated to an American-style July 4th parade complete with Harley-Davidson motorcycles, floats, American-made cars, Jeeps and World War II veterans and reenactors, Uncle Sam on stilts, and the Welcome sign over Neuilly-Plaisance City Hallsinging of our National Anthem by some of Neuilly-Plaisance’s youngest citizens.

While visiting Neuilly-Plaisance, Mayor Steinbrink and the Montgomery contingent also addressed future exchanges with Mayor Christian Demunyck.  They identified opportunities for smaller groups to visit each city every year or every other year.  Those exchange opportunities they discussed included youth, older adults and local government officials, giving each contingent the opportunity to experience first-hand programs and events geared towards those groups.

“Safe Zone” offered for online purchases

The Montgomery Police Department is joining the nationwide trend of offering a “Safe Zone” where online buyers and sellers can carry out their transactions.  With several nationally published reports of Craigslist and Ebay transactions going tragically bad, safety and security has become an issue for all involved.

Often the biggest dilemmas for online buyers and sellers is where to meet and their personal safety.  The Montgomery Police Department is opening up its’ parking lot at 10150 Montgomery Rd. as a “Safe Zone” for buyers and sellers to safely meet and carry out their transactions.  The key benefit of this project is that an ill intended buyer or seller is less likely to victimize someone at a police department.  The police officers are not involved in facilitating the transactions but the Department hopes to offer a “Safe Zone” where users will have the peace of mind that if needed, officers are not far away.

Additionally we recommend that prior to setting up the transaction you do the following;

  • Clarify all details of the transaction and get a description of who will be at the transaction and what type of vehicle they will be in.
  • The buddy system is always a good idea as well.  Bring a friend or family member to the transaction.
  • Conduct the transaction during daylight hours.
  • If they hesitate at all about meeting at a police department, that is a hint to end the deal.
  • Unless absolutely necessary, do not reveal your home address.
  • Keep a safe distance from the other person and never get in their vehicle.
  • Visualize an escape route in the event you need to get out of a bad situation.
  • If you feel uncomfortable about any aspect of the transaction, trust your instincts and move on.

City of Montgomery opens up spending on OhioCheckbook.com

The City of Montgomery has joined with 114 other local Ohio governments to share their spending activities on OhioCheckbook.com. This recently created website shows how local governments spend their tax dollars.

“This tool will help us to realize increased efficiencies by documenting our expenditures for public inspection. The added benefit to local residents is that this service is at no cost to the City of Montgomery. Anyone can go to OhioCheckbook.com to see how their tax dollars are spent and we can also see the traffic to the site. This will tell us if our residents want to know more about where their tax dollars are going,” noted City Manager Wayne Davis on the benefits of participating in this government transparency project. “This approach is consistent with how we have always managed and presented the financials of the City of Montgomery.  We appreciate the partnership of Ohio State Treasurer Mandel and his staff in this service opportunity.”

“Government should operate with full transparency of its finances,” explained Mayor Todd Steinbrink. “This is a value that members of City Council and I strive to uphold, and this is an effort we welcome as we are accountable to our citizens to be efficient and effective with their tax dollars.”

The City of Montgomery data includes records from 2010 through 2014. Next year’s spending will become available when accounts are closed at the end of the year.

OhioCheckbook.com’s search engine tool organizes the City of Montgomery’s expenditures by each department code, including general government, recreation, administration, police, finance and parks. Users are able to  sort by keyword, department, category or vendor. Each entry is also sharable on Facebook, Twitter, Google+ and Email.

Montgomery Community Improvement Corporation Designates Preferred Developer for Gateway Redevelopment Area

The Montgomery Community Improvement Corporation (CIC) voted to designate Gateway Partners, LLC as the preferred developer for the Gateway Redevelopment Area (GRA) on Wednesday, October 7, 2015.  Gateway Partners, LLC is a partnership of several development companies, with the team lead being Great Traditions Land and Development Company.  Great Traditions is partnering with Brandicorp, Greiwe Development Group, North American Properties and Sibcy Cline to assist the CIC in developing this exciting mixed use project.  The team has proposed a mix of professional office and restaurant with townhomes and condominiums and the concept of a boutique hotel.

“It was a difficult decision due to the high quality of the responses the CIC received; however, Gateway Partners, LLC presented a preliminary vision for the project which best matches the CIC’s vision for a successful mixed use development.  We are excited to begin the next phase with Gateway Partners and to shape the vision for this legacy project at our southern gateway to the City” – Gerri Harbison, Chair of the CIC GRA Ad-Hoc Committee and Montgomery City Council Member

The Gateway Partners proposal has the most desirable mix of uses and site layout while being compatible in design and scale with the Heritage District.  Their design team also has significant experience with Montgomery particularly in the historic downtown and has a history of creating successful high end developments.

“Our team is very honored to be selected by the City of Montgomery to help create their new Gateway Project.  The City has a great history and we feel this is the perfect location to create a true “Legacy Project” for Montgomery, and all of northeastern Cincinnati, while creating Cincinnati’s most exciting “mixed use” community.  The Gateway will feature a unique blend of urban /suburban lifestyle and will include professional office, boutique hotel, high-end for sale residential and an exciting Restaurant Row built around a new Community Green.  Our team includes some of Cincinnati’s most experienced and successful developers, each with their own special expertise and over 200 years of real estate development experience” – Tom Humes, President of Great Traditions Land and Development Group

City staff and the CIC will be working with Gateway Partners over the next few months to finalize a development agreement for the site.  Gateway Partners will then use their expertise to partner with City staff on the design, construction, financing, and management of a Master Plan for the site.  This is the starting point for a transformative plan for Montgomery in many areas, including jobs, housing and retail options.   There will also be significant analysis to best determine viable and potentially innovative traffic management solutions for the site and surrounding areas.

The CIC would also like to thank the three other finalists in the RFP process, including Rusty Myers/CMC; The Opus Group and Miller-Valentine for their passion, creativity and professionalism throughout this competitive process.

Unlimited Yard Waste Collection Expanded

Montgomery City Council recently approved a three-week expansion of the current Unlimited Yard Waste Collection program conducted through Rumpke, increasing the service period from five weeks to eight weeks. Over the past year, the City conducted an extensive evaluation of alternative leaf management practices, including some ideas from citizens. The best option for the community at large is to extend the leaf collection program by an extra three weeks.  In addition, the City will also provide collections during the first three Saturdays in January to coincide with the Christmas tree and wreath collections.

New Schedule

  • Week 1:  Nov. 2 – 6
  • Week 2:  Nov. 9 – 13
  • Week 3:  Nov. 16 – 20
  • Week 4:  Nov. 23 – 27
  • Week 5:  Nov. 30 – December 4
  • Week 6:  Dec. 7 – 11
  • Week 7:  Dec. 14 – 18
  • Week 8:  Dec. 21 – 26 (No pickup on Christmas Day)
  • Saturday, January 2
  • Saturday, January 9
  • Saturday, January 16

Guidelines

  • During unlimited collection, yard waste stickers are not required.
  • Leaves need to be placed in regular 30-gallon trash cans, paper leaf bags or yard waste toters (available through Rumpke). In the event of snow, leaves must be placed in paper leaf bags ONLY.  Leaves will freeze in the can preventing collection.
  • Loosely place yard waste in trash cans or in paper yard waste bags available at grocery or hardware stores. Yard waste toters must be labeled as yard waste. Yard waste placed in unmarked toters will NOT be picked up.
  • Place yard waste on the opposite side of your driveway from your regular trash and leave the lids off the cans. No plastic bags will be picked up.
  • Brush should be bundled in sizes up to four feet in length and two feet in diameter and fastened with cotton twine.

Crain Eberhard House selected as 2015 Landmark Ornament

Crain EberhardThe Crane Eberhard House was selected as the 2015 Landmark Ornament.

In 1997, Montgomery City Council voted to finance the restoration of the stained glass windows in the Fellowship Baptist Church which was formerly Hopewell-Montgomery Presbyterian Church (1829), a Landmark building and one of the first churches built in Montgomery. The Landmarks Commission began a fundraising project to help with the cost of restoring the windows.  Each year, since 1997, Barker Ornaments of Oxford, Ohio, have been commissioned to make an ornament of a Landmark building.  Sales of the ornaments fund restoration of city-owned Landmarks. Montgomery is fortunate to have 32 Landmarks in the community. These ornaments are considered “collector items”. The Landmark ornaments are available for purchase for $7.00 each or two for $12.00. A complete set of the ornaments costs $108.00 and includes a complimentary stained glass window ornament.  Ornaments can be purchased at Montgomery City Hall throughout the year.  Kaye Gaffney, ornament project coordinator, can be reached at 791-9025 for more information.
